Robin Mansur
President & CEO
Robin Mansur joined the Houston Health Foundation as its first President and CEO in October 2016.
Prior to her arrival, Robin was instrumental to the development of Greater Houston Healthconnect, Houston’s regional health information exchange (HIE). In her role as Chief Marketing Officer (CMO), Robin helped Healthconnect grow from a fledgling startup to become one of the country’s largest and most successful HIEs. Healthconnect has been adopted by virtually all the major health systems within the Texas Medical Center (TMC).
A native Houstonian, Robin began her career in the TMC, where she served in some of nation’s leading healthcare institutions. She was Assistant Vice President for Strategy and Market Development at St. Luke’s Episcopal Hospital, leading initiatives in strategic planning, network development, market research, service line management, and the creation of the organization’s first physician management services organization. As Director of Planning for Hermann Hospital’s Affiliated Hospital Systems in the 1980’s, she directed planning and marketing support services for small and rural hospitals.
Robin has worked for healthcare organizations and academic institutions in the Middle East, where she served in a development capacity for the Faculty of Health Sciences at the American University of Beirut and also consulted with hospitals in Saudi Arabia, Lebanon, and Kuwait. She has a Master of Health Science degree from the Johns Hopkins Bloomberg School of Public Health in Baltimore.

Emily Pauley
Director of Development
Emily Pauley (She/Her) is the Director of Development at the Houston Health Foundation, where she focuses on cultivating support and raising awareness for the health and wellness of children and families in Houston. In this role, Emily brings extensive experience in nonprofit development, donor relations, and fundraising to advance the foundation’s mission.
Before joining the Houston Health Foundation, Emily served as the Communications and Development Director at The Women’s Resource, where she managed donor relations, secured major gifts, led successful grant applications, and organized large-scale fundraising events such as an annual luncheon that generated $300,000 in sponsorship revenue. She also launched the Power of the Purse fundraiser, exceeding its goal by 50% and securing the organization’s largest grants for three consecutive years.
Emily also worked as Development Manager at Urban Harvest, where she focused on corporate and individual donor cultivation and stewardship. Additionally, in her role as Director of Nonprofit Accounts at Padrón & Co., she helped nonprofits amplify their messaging and strengthen community engagement through strategic marketing initiatives.
A graduate of Ohio University with a Bachelor of Arts in Linguistics (Summa Cum Laude), Emily also holds minors in Spanish and Teaching English as a Foreign Language. She was honored with the Outstanding Undergraduate Award for the highest GPA in her cohort and studied abroad in Cambodia.
Originally from West Virginia, Emily has lived in Houston for 5 years with her 3 pets – Remy, Cookie and Sunset.

Maurice Perkins
Director of Marketing & Communications
Maurice Perkins leads the foundation’s marketing and communications strategy. In this capacity, Maurice elevates the visibility of programs that address the critical public health needs of Houston’s most underserved families and children.
Maurice is an exceptional marketing and communications executive with a robust leadership background. As a United States Army veteran and entrepreneur, Maurice has developed and executed impactful marketing strategies across various industries, including academia, healthcare, and entertainment.
As the Director of Marketing and Communications at Texas A&M University School of Medicine, he strategically enhanced the institution’s visibility and engagement. At the University of Minnesota Boynton Health, serving as Executive Director of Marketing & Communications, he built and led a team that implemented initiatives significantly improving student health outcomes and increasing employee satisfaction.
Maurice’s creativity and thought leadership have driven significant initiatives, such as founding the 1890s Land-Grant Communications Summit and the PVU-Kno student-run radio station at Prairie View A&M University. His commitment to diversity and inclusion led to the implementation of the Promotion Matrix at Enterprise Rent-A-Car, which increased the promotion of women and Black candidates to upper management positions.
Maurice recently completed his tenure on the board of directors for Youable Emotional Health, where he was dedicated to making a dynamic community impact.

Fahmida Khan
Accountant
Fahmida Khan is an accomplished Accounting Manager at the Houston Health Foundation, a position she assumed on September 30, 2024.
She brings over a decade of experience in financial reporting, budgeting, and compliance. She earned her BBA in Accounting from the University of Houston and continuing education to earn her CPA in the future. Additionally, she brings experience working in engineering and manufacturing company.
Motivated by her upbringing in the U.S. Fahmida is passionate about advocating for children with special needs. When she is not organizing financials, she participates in arts and music with these children and helped with the Special Olympics for individuals with special needs, alongside volunteering with organizations like UNICEF and various other nonprofits.
